Why doesn't Apple offer a Mavericks revival edition that actually downloads and installs, so that so-called 'recovery' offers actual Recovery and not dead-end failure Apple could at least direct us to oldest possible OS?

Which rather dampens my question above, concerning a Revival version of Mavericks. Or maybe, having an earlier Mavericks version, still gives you license to Maverick-On!
